Our mission is to promote public health and to help governments respond to emerging infectious diseases, weather-related catastrophes, and other public health threats.

Elizabeth Smith, MHS

Maximus Senior Vice President for Federal Health Strategy, Elizabeth Smith holds a Master’s in Health Science (MHS) in Health Policy and Planning from Johns Hopkins Bloomberg School of Public Health, and a Bachelor of Science degree in Biology from Syracuse University. In this role, she oversees the Company’s Center for Health Innovation, including applied public health and related data analytics efforts on behalf of government clients. She has over thirty years' experience working with the U.S. Federal and State Governments, commercial systems integrators, and private health care and technology firms.

Corinna Dan, RN, MPH

Ms. Dan is the Senior Director leading Maximus Public Health and a public health nurse. She joins Maximus from HHS Office of the Assistant Secretary for Health (OASH), where she served as a Senior Policy Advisor in the Office of Infectious Disease Policy. This Office is responsible for planning and coordinating federal policy and programs for infectious diseases across federal and non-federal partners.

Karin Hoelzer, DVM, Ph.D.

Dr. Hoelzer is a Senior Director leading our public health analytics team. She joined Maximus from the Pew Charitable Trusts, where she served as a senior officer for health programs. Prior to that, Dr. Hoelzer worked at the Food and Drug Administration, where she supported research and coalition-building with industry. She is an expert in zoonotic diseases and biomedical research on virus emergence and virus-host adaptation.

Nomana Khan, MBBS, MPH

As a Senior Director, Dr. Khan brings to Maximus more than twenty years of diversified experience in public health, including program management, surveillance, emergency preparedness and response, epidemiology and research. She has notable international work experience and served at both federal (CDC) and state level (New Hampshire Department of Public Health).

Uriia Underhill, MPH

Mrs. Underhill utilizes her vast background of experience in program development, implementation, management, and ongoing process improvement. She is versed in infectious disease epidemiology, data analytics, public health communication, and public health emergency preparedness and response. She also enjoys independent study/research in linguistics; anthropology, botany, zoology, and environmental concerns pertaining to disease prevention and intervention.

Joel Hartsell, MPH, PMP

Joel Hartsell is an infectious disease epidemiologist with over 10 years working on local, federal, and global health initiatives in the public and private sector. His expertise is centered around infectious disease surveillance, interoperability, and public health response. In addition to being an epidemiologist, Joel is the Founder and Board President of Agape Alliance, a drop-in center serving street based commercial sex workers in Indianapolis, IN.

Emily Sokol, MPH

Emily Sokol is a public health biostatistician with a background in health services, policy, and practice. She joins Maximus with four years of experience in primary and secondary research development. She is versed in quantitative analysis, healthcare communication, and data-driven solutions.

Erika Quinones, MPH, MBA

Erika Quinones brings over 15 years of experience working in public health & health care business administration. In addition to working as a public health epidemiologist at both the state and local level, she has held positions in health care administration at federally qualified health centers, clinical administration/clinical practice manager in both the public and private sector, and program management at academic institutions. Her passion is teaching, she has held part time adjunct faculty positions at several community colleges, most recently at the National University of Natural Medicine in Portland, OR in nutritional epidemiology.

Jonnell Sanciangco, MSc, GISP

Mr. Sanciangco is a Senior Geographic Information System (GIS) Analyst who joins Maximus from Michigan State University where he is a Ph.D. candidate. He brings over 14 years of experience implementing geospatial methodologies and techniques for applications to public health projects on natural resources, environmental, conservation, and community development.

Amber Cox, Ph.D., CCRC, MPH

Dr. Cox is the Director of Public Health Epidemiology. She brings 15 years of experience working in public health, with a focus on vaccine research, global vaccine policy, and clinical vaccine research trials. Her doctoral research focused on current and historical public health policies, implementation, and epidemiological outcomes of mandatory school immunization laws in the United States.
