Dr. Jennifer Garrison is a retired Air Force Colonel with over 24 years of senior executive experience and is a Certified Emergency Planner through the International Agency of Emergency Management. She is the Vice President, Federal Health in business product lines as the lead serving in Operational Medicine and in Medical Exam Services. Before coming to Maximus, Dr. Garrison served as the Director of Global Medical Affairs Strategy & Execution at Johnson & Johnson after being selected for an 18-month military veteran leadership fellowship. Dr. Garrison's 20 years in the federal government and military included leadership roles such as Group Commander and Squadron Commander, with deployments to Jordan and Qatar.
At the Defense Health Agency (DHA), she excelled in multiple roles, including Assistant Director of Staff and Deputy Assistant Director for Operational Medicine. She established the first Operations Center to streamline communication across the agency and managed a joint operational dashboard for 451 military treatment facilities. Dr. Garrison also led the Department of Defense's (DoD) COVID-19 Vaccine Distribution Operation Planning Team, overseeing vaccinations of over 11 million personnel for the Department of Defense.
She supported missions like OPERATION ALLIES WELCOME, managing a $103M budget to provide medical assistance to Afghan citizens. Dr. Garrison holds a bachelor’s degree in business management, a master’s degree in human resource management, and a Doctorate in Health Services, with another Doctorate in Business Administration expected in 2026. She was recently inducted into Delta Mu Delta, an International Honor Society in Business, as well as The National Society of Leadership and Success, both in 2025, for her collegiate leadership and achievements in her field.
