Terrence Raftery brings his expertise in process optimization and technology, along with more than 30 years of experience with government programs, to his role at Maximus. As the senior vice president of operations for our U.S. Services Segment, he leads a team that works across all business lines to drive continuous performance improvement and maintain operational excellence for our state and local government clients.
After joining Maximus in 1995, Terrence first served as the deputy project manager for the Massachusetts Health Benefits Management Program which supported enrollment, eligibility, and non-emergency transportation services for MassHealth members and providers. Since then, he has overseen the expansion of division and segment operations, implementation of improved health support efforts, and delivery of dozens of state health contracts. In 2025, he assumed responsibility for segment-level business analytics.
He previously worked as a policy analyst for the National Governors Association, where he focused on Medicaid, environmental, income support, and other federally funded programs operated by states.
Terrence also serves as a director of the Maximus Foundation.
He holds a bachelor’s degree in government from Cornell University and a Master of Public and International Affairs degree in economic and social development from the University of Pittsburgh.
