Brianna Elsmore is the Sr VP, Associate General Counsel and Head of Federal Legal. She serves as the senior legal advisor to the federal segment and provides counsel on contractual matters as well as business strategy. She also oversees the Federal Industrial Security & Mission Assurance and Student Loan Compliance teams. Brianna has over 25 years of legal and federal government experience handling contracts, subcontracts, and procurements and strives to help her business partners achieve their goals.
Previously, Brianna was Assistant General Counsel at OCLC, Inc., where she managed the software company’s US and global intellectual property portfolio, engaged in contractual negotiations with national and international business partners, and negotiated software licensing deals with international, federal, state, and local governments.
Brianna also served as Counsel and Director of Contracts and Compliance at Battelle Memorial Institute. She and her team worked to improve policies, processes, and procedures to ensure the company met a variety of federal compliance requirements, including passing its Contractor Purchasing System Review.
Brianna started her career with the Defense Logistics Agency (DLA), where she served for fifteen years. During the first eight years of her tenure, she worked in supply chain management; during the last seven years, she served as Assistant Counsel in DLA Land and Maritime’s Office of Counsel, advising contracting officers on compliance with federal acquisition regulations and defending procurement decisions before the Government Accountability Office.
Brianna holds a bachelor’s degree from Otterbein University and received her Juris Doctorate from Capital University Law School. She is a member of the Ohio Bar Association and serves as a mentor in its New Lawyer Mentoring Program.
