Dean Irwin

Dean Irwin serves as Senior Director of Cyber in support of agencies within the U.S. Department of Homeland Security. At Maximus he applies expertise in delivering technical solutions, driving innovation and collaboration with technology providers and mission partners. His knowledge of the needs within the intelligence and defense communities enables mission focused solutions for national security.

In his career Dean has led programs in information technology, C4ISR, critical infrastructure protection, and cybersecurity. He has established technical roadmaps for customers, ensured compliance for national security programs, obtained Authority to Operate (ATO) for several classified government systems, oversaw research and development programs, and managed classified system engineering programs leveraging modeling and simulation to optimize performance and security. 

Dean received a Master’s Degree in Electrical Engineering from Johns Hopkins University, and a Bachelor’s Degree in Applied Mechanics Engineering (Aerospace) from the University of Cincinnati. Other credentials include CISSP, CompTIA A+, CEH (Certified Ethical Hacker), CPT (Certified Penetration Tester), a patent for Global Positioning Satellite Integrity for detecting interference with signals, and an active Top Secret clearance with special program access.
