Donna Frescatore brings over 40 years of experience in health insurance program administration and management. As the senior vice president of strategic initiatives, she oversees our market strategy for state and local opportunities and assesses emerging policy, legislation, and trends to enhance the service offerings we provide to our state clients.
She has dedicated her career to the healthcare field, with an emphasis on developing and implementing health policy and financing strategies to expand access to care and improve quality. Before joining Maximus, Donna had a distinguished career in state government. She served twice as New York State’s Medicaid Director, overseeing the Medicaid program and responsible for the health coverage of more than 8 million low-income New Yorkers.
Donna’s commitment to her work is rooted in her dedication to ensuring individuals and families have access to the quality, affordable health coverage they deserve. In 2013, Donna launched New York’s fully integrated health insurance marketplace, NY State of Health. Under her leadership as Executive Director, NY State of Health was recognized as one of the nation’s most successful marketplaces, with an uninsured rate that reached a record low. During her tenure in New York State, Donna also served as Assistant Secretary of Health, responsible for developing and implementing state health policy.
She holds a bachelor's degree in business administration and accounting from Siena College in Loudonville, New York.
