Ferdinand Morales has over 20 years of experience working with state and local governments to develop and operate large-scale health and human services programs. As senior managing director, he oversees our portfolio of state and local projects in the northeastern region of the U.S.
His portfolio includes the operations of two of the nation’s largest state-based marketplaces — the NY State of Health and GetCovered New Jersey — and an independent enrollment broker program in Pennsylvania that supports seniors and people with disabilities served by Medicaid waivers.
Ferdinand is a healthcare policy subject matter expert, including those related to federal and state-sponsored insurance programs, healthcare reform, family planning benefit programs, and Affordable Care Act eligibility and enrollment. With over a decade of experience, he is an expert in implementing and maintaining successful state-based marketplace operations.
Through several management roles at Maximus, he has designed and delivered value-added management systems for our health and human services operations. He is responsible for supporting the expansion of our state-based marketplace business and efforts in the health-related social needs market. In addition, he serves as a director of the Maximus Foundation.
Ferdinand holds a master’s certification in project management from The George Washington University, Six Sigma Green Belt and Black Belt certifications from Villanova University, and a Master of Business Administration degree in accounting and finance from the University of Arizona.
