Ferdinand Morales has over 20 years of experience working with state and local governments to develop and operate large-scale health and human services programs. His experience includes work in Arizona, California, Colorado, New Jersey, New York, Pennsylvania, and Texas.
Ferdinand is a healthcare policy subject matter expert, including those related to federal and state-sponsored insurance programs, healthcare reform, family planning benefit programs, and Affordable Care Act eligibility and enrollment. He is an expert in implementing and maintaining successful State-Based Marketplace (SBM) operations and brings over a decade of experience supporting SBMs.
Ferdinand's portfolio at Maximus includes the operations of two of the nation’s largest SBMs: the New York State of Health Marketplace and GetCovered New Jersey, collectively serving over 7 million consumers. It also includes a health services training practice in New York State and the operations of an independent enrollment broker program in Pennsylvania that supports seniors and people with disabilities served by Medicaid waivers.
Ferdinand has held various quality management roles at Maximus, designing and delivering value-added quality management systems for our health and human services operations. He serves as an internal SBM subject matter expert and advisor, responsible for working with leaders to expand our SBM business. He previously led development efforts in the health-related social needs market.
With a passion for service, Ferdinand is the Chairperson of the Board of Directors for Northern Rivers Family Services, a family of human services agencies that provides services for more than 14,000 children, adults, and families. He holds a master’s certification in Project Management from the George Washington University, Six Sigma Green Belt and Black Belt certifications from Villanova University, and a Master of Business Administration in Accounting and Finance from the University of Arizona.
