Frank Reyes

Vice President, Solutions Engineering, Office of the CTO

As a business leader and technologist, Frank works closely with federal government customers to understand their challenges and shape end-to-end solutions that drive mission outcomes. Frank leads Maximus’ Solutions Engineering efforts, providing strategic oversight across solution strategy, operations support, and technical leadership to help agencies modernize securely and deliver services more effectively.

Frank is known for building and developing high-performing teams of engineers and developers, clearly communicating technical concepts, and aligning stakeholders around practical execution. His work helps agencies reduce delivery risk, improve resilience and security, and accelerate modernization outcomes.

Previously at Amazon Web Services, Frank supported public sector technology transformation programs focused on secure computing and accelerated cloud adoption. Other positions included serving as a technology policy advisor to the Committee on Homeland Security in the U.S. House of Representatives and as a civilian employee in the Department of the Navy, working on combat system software.

Frank attended Florida International University, where he studied Industrial Systems Engineering, and holds graduate certifications from the Massachusetts Institute of Technology in Cybersecurity Policy, Strategic Innovation, and Technology Roadmapping. He is a member of the Technology Committee for AFCEA International, as well as an active member in the Space Force Association, NDIA, and the FBI's InfraGard.

Frank holds technical certifications, including SAFe® 5 Agilist and multiple AWS certifications, AWS Solutions Architect – Associate, and AWS Cloud Practitioner.
