Frank Wakeham joined Maximus in January 2026 as Senior Managing Director for Defense and National Security Growth. With over three decades of military and corporate leadership experience, Frank is responsible for architecting and executing a high-impact growth strategy that aligns with corporate objectives. He oversees the full lifecycle of business development and capture activities, orchestrating resources and driving collaboration across business units to develop and deploy innovative, mission-centric solutions.
As a strategic advisor, Frank partners with the executive leadership team to shape corporate priorities, organizational design and business operations, and investment and acquisition strategies that drive long-term value. Frank was drawn to Maximus by its strong executive leadership team, its strategic investment in the Defense and National Security market, and a people-centric culture built on integrity, collaboration, and an unwavering commitment to customer success.
Frank's career reflects a consistent commitment to mission-driven leadership and results. Prior to joining Maximus, he spent 22 years at Booz Allen Hamilton, where he led progressively larger cross-functional teams and Department of War client portfolios. Known for his strategic vision, compassionate leadership, trusted client relationships, and an authentic dedication to the warfighter, Frank built a reputation for cultivating high-performing teams and delivering measurable growth and customer impact.
Earlier in his career, he served as a Systems Engineer at Northrop Grumman – Newport News and as a Business Development Manager with Corning Inc.'s Optical Fiber Division, giving him a strong foundation in both technical and commercial domains. Frank also served 10 years on active duty in the U.S. Navy as a nuclear-trained Surface Warfare Officer, where he developed the leadership discipline and operational mindset that have defined his career.
Frank holds a Bachelor of Science in Economics from the United States Naval Academy and a Master of Business Administration from the University of North Carolina at Chapel Hill’s Kenan-Flagler Business School.
