With over 25 years of senior leadership experience, Kelley Harar brings a proven track record of driving strategic growth, operational excellence, and transformational change across the public sector. She currently leads operations for Maximus’ joint venture, TMAX, where she oversees initiatives in the Military Health market, including growth strategy and service delivery. Kelley manages the Readiness, Resilience, & Response portfolio, which encompasses medical exam services, health mission systems, and contact center solutions that improve access to care. Her leadership has been instrumental in securing and executing federal programs that support military personnel, veterans, and broader public health missions.
Throughout her career, Kelley has led high-impact business development efforts, contributing to federal capture and proposal initiatives that have totaled over $67 billion. Her work spans key agencies and programs such as the Department of Defense (DoD), TRICARE Overseas Program, Military Health System Global Nurse Advice Line, VA Disability Exam Management Program, VA Community Care Network, Veterans Experience Office, United States Social Security Administration (SSA), and Health Resources and Services Administration (HRSA).
Kelley’s diverse industry background, encompassing engineering, telecommunications, and healthcare, with companies such as Halliburton, Intelsat, and UnitedHealth Group, enables her to approach leadership with both technical insight and a human-centered perspective. She is a Certified Public Accountant and holds a Bachelor of Science in Accounting from East Carolina University.
