Michael Holmes brings 35 years of experience in public-sector cost accounting. As associate managing director for our financial services consulting practice, he applies his expertise in delivering cost allocation plans and indirect cost rate plans to state government agencies, counties, and municipalities.
A recognized expert in Statewide Cost Allocation Plan Section II direct billing methodologies with extensive experience in technology-related cost allocation, Michael leads financial services consulting engagements with clients across multiple states. Many of our recurring cost allocation plan engagements span over 30 years.
He has led key consulting projects for the Illinois Department of Central Management Services, the Illinois Department of Human Services, the Illinois Department of Children and Family Services, the Illinois Department of Innovation and Technology, and the Pennsylvania Office of Administration Information Technology.
Michael holds a bachelor’s degree in business administration from Illinois State University and a Master of Business Administration degree from the University of Illinois Springfield.
