Ray Hall

Managing Director, Air and Space Force Programs

Ray Hall is Managing Director, Air and Space Force Programs at Maximus, where he leads growth, client engagement, and program execution across the Air Force and Space Force enterprise technology portfolio. He specializes in defense IT modernization, cybersecurity architecture, and the delivery of complex, high-visibility federal programs supporting national security missions.

Ray brings more than 25 years of experience spanning military service, federal contracting, cybersecurity, and enterprise program management. He has led large-scale modernization efforts, introduced DevSecOps and CI/CD practices, implemented cybersecurity governance frameworks, and directed teams of more than 60 direct and 100 indirect personnel. Before joining Maximus, he held senior roles at Accenture Federal Services, including Air and Space Force Cyber Capability Lead, and earlier served cybersecurity leadership positions supporting the Department of the Air Force and Diligent Consulting. He also served 13 years in the United States Air Force, managing data center operations, information security programs, and mission systems supporting global defense operations.

Ray holds a master's degree from the University of Maryland Global Campus and a bachelor's degree from Colorado Technical University. He is a Certified Information Systems Security Professional (CISSP) and a Project Management Professional (PMP).
