Rick DiLollo has more than two decades of experience leading large-scale eligibility, program integrity, and human services operations. As a managing director in our U.S. Services state and local government business’s western region, he oversees a portfolio that includes telecom and broadband programs for low-income populations in California and health program growth in Washington, Oregon, and Utah. Rick is client-focused, results-driven, and recognized for consistently delivering superior client satisfaction and fostering strong, solutions-oriented partnerships. His leadership spans telecommunications and broadband programs, compliance, and process improvement, areas where he has built a strong track record of strengthening program performance and operational resilience.
Rick has played a pivotal role in advancing major benefits-related programs, including serving as the contract director for the California LifeLine Program. In this capacity, he improves operational efficiency through targeted system enhancements and automation, partnering closely with the client to advance the program’s digital transformation. The modernization included integrating API-based solutions to streamline data exchanges and near real-time information sharing, and launching a participant portal that improved access, transparency, and overall user experience.
Before joining Maximus in 2020, Rick led a disaster recovery grant program supporting small businesses and helped launch a nationally recognized multisector effort that expanded digital access across 17 states for students from low-income households.
Rick holds a Master of Business Administration from the University of Phoenix and a Bachelor of Science in Management from Seton Hall University. He is a certified Project Management Professional (PMP).
