HRSA advances OPTN modernization with foundational assessment projects
The Health Resources and Services Administration (HRSA) has reached a significant milestone in its Organ Procurement and Transplantation Network (OPTN) modernization initiative by completing initial assessments and analyses for this multi-year effort. This accomplishment marks the first phase in a collaborative, public-private effort to strengthen the OPTN, ultimately expanding access to life-saving organ transplants. HRSA has published highlights of the initial OPTN modernization work, reinforcing its commitment to transparency, accountability, and progress.
A collaborative approach to modernization
Maximus is proud to be part of the team of government partners contributing to this critical work alongside the OPTN Board, specialized committees, clinicians, and data experts working collaboratively to support HRSA’s vision for a modernized OPTN. Our team contributed operational expertise, a human-centered service design blueprint informed by user interviews and public comments, and data-driven analyses to clarify OPTN’s policymaking structures. These contributions are central to HRSA’s goals of improving transparency in decision-making, increasing public engagement, and improving patient safety and outcomes.

A core objective of OPTN modernization is to ensure policymaking processes are transparent, inclusive, and responsive to the needs of patients, clinicians, and the transplant community. Maximus conducted a comprehensive assessment of the OPTN policymaking framework, workflows, and operations and provided future-state recommendations to improve patient outcomes and overall OPTN functionality and accountability. Our mission-driven approach aimed to ensure that policies governing organ allocation and transplantation are grounded in evidence, shaped by the voices of patients, families, and clinical experts, and are efficiently and consistently developed and implemented.
