Elizabeth Moellering

General Counsel and Corporate Secretary

Elizabeth Moellering is General Counsel and Corporate Secretary at Maximus, where she leads the Office of General Counsel and serves on the company's executive team. In this role, she advises the CEO, Board, and senior leadership on governance, risk, and regulatory matters across the enterprise.

Elizabeth assumed the role of General Counsel in 2026 after joining Maximus in 2024 as Senior Vice President and Head of Litigation. In that position, she reshaped the company’s approach to legal risk management by establishing outside counsel standards, implementing an active oversight model, and introducing disciplined matter management practices – driving a reduction in annual legal spend by more than 30 percent.

An accomplished attorney, Elizabeth brings nearly two decades of legal experience spanning federal prosecution, in-house leadership, and Big Law. She previously served as an Assistant United States Attorney in the Western District of New York, where she prosecuted white-collar matters and child-victim offenses. Prior to joining Maximus, she served in a senior in-house counsel role at a Fortune 5 healthcare company, managing complex litigation and government investigations. She began her career as a litigation associate at Skadden, Arps, Slate, Meagher & Flom.

Elizabeth holds a Juris Doctor from Harvard Law School and a Bachelor of Arts from Case Western Reserve University.
