As Chief Human Resources Officer, Michelle Link leads Maximus' global people strategy, overseeing talent acquisition, workforce planning, learning and organizational development, change management, total rewards, and the HR systems, data, and analytics that support the company's workforce. She also oversees the company's communications and marketing functions, helping strengthen the Maximus brand and employee experience worldwide. Through her leadership of talent, culture, communications, and workforce transformation initiatives, Michelle helps ensure Maximus has the people, capabilities, and organizational agility needed to support the company's mission and long-term growth strategy.
Since joining Maximus in 2020, Michelle has led a transformation of the company's global HR capabilities, enhancing how Maximus attracts, develops, engages, and retains talent. She championed the development and launch of the company's corporate values across the global workforce, creating a shared foundation for culture, accountability, and employee engagement. Under her leadership, Maximus has expanded leadership development, skills training, and career growth opportunities to support employee advancement, strengthen workforce capabilities, and drive organizational performance.
Michelle also oversaw the company's brand evolution in 2022, helping align the Maximus identity with its mission, values, and long-term growth strategy. In 2025, she partnered with the Chief Digital and Information Officer to launch AI@Maximus, a companywide initiative designed to advance AI literacy and prepare employees for the future of work through the responsible adoption of emerging technologies.
An HR executive with more than 30 years of experience across national and international organizations, Michelle has led workforce transformation initiatives spanning government contracting, healthcare, and customer contact center operations. She currently serves as part of the program faculty of Duke University's Chief Human Resources Officer Program at the Fuqua School of Business. Prior to joining Maximus, she was Executive Vice President of Human Resources at ADS, Inc., a leading provider of solutions and logistics support to the U.S. military, government agencies, first responders, and allied organizations. She also has industry experience in financial services, healthcare, and manufacturing.
Michelle holds a Bachelor of Arts in Communications from Stonehill College and a Master of Arts in Human Resources Management from Ohio University.
