Mike Riker

Chief Technology Officer

Mike Raker is Chief Technology Officer at Maximus, leading the Technology and Innovation organization within the Office of the Chief Digital and Information Officer (CDIO). Since joining in 2024, he has shaped the company’s enterprise technology strategy, AI transformation initiatives, and advanced digital modernization efforts aligned to Maximus’ Vision 2030 growth strategy.

In his role, Mike advances AI-enabled government transformation and intelligent service delivery at scale. His work integrates AI, automation, operational intelligence, digital twins, advanced analytics, and modern customer experience technologies to improve mission outcomes, operational resilience, and decision-making across public sector environments. He is a proponent of responsible, human-centered AI adoption, emphasizing governance, accountability, and human-in-the-loop decision models for mission-critical systems.

Before joining Maximus, Mike served as CTO at Improbable Defence, now operating as Skyral, where he led product development, technology strategy, governance, and roadmap execution across a global defense technology portfolio, including a central role in partnership development and foundational contract wins across defense and commercial markets. Earlier in his career, he held multiple senior leadership positions at Leidos, including CTO, Chief Engineer for C4ISR Systems, and Vice President and Director of Software, overseeing technology and innovation strategy for a large international portfolio of mission-focused defense solutions.

Mike is active in the academic and innovation ecosystem through the University of Virginia, where he serves as an Entrepreneur in Residence for UVA’s Licensing and Ventures Group and on the Board of Trustees for the UVA Engineering Foundation. He advises on the commercialization of emerging technologies in engineering, national security, public sector innovation, and life sciences, and is a frequent speaker on AI-enabled government operations, digital transformation, and emerging technology adoption in regulated environments.

Mike holds both a Master’s and a Bachelor of Science degree in Systems Engineering from George Washington University and the University of Virginia, respectively.
