Carrie Thomas

Senior Managing Director, Southwestern States

Carrie Thomas has 35 years of public sector health and human services experience.  Since joining Maximus in 2007, Carrie has led operations supporting the administration of state health and human services programs. As senior managing director, she currently oversees our portfolio of state and local projects in the southwestern region of the U.S., which includes Arizona, New Mexico, Oklahoma, and Texas. 

As part of her portfolio, Carrie is responsible for several contracts in Texas. The Texas Eligibility Support Services (TX ESS) contract includes contact center support and application pre-processing for Medicaid, Children’s Health Insurance Program (CHIP), Temporary Assistance to Needy Families (TANF), and Supplemental Nutrition Assistance Program (SNAP). The Texas Enrollment Broker (EB) Services contract provides outreach and education services and facilitates the enrollment of people who are eligible for Medicaid and CHIP into managed care plans. The Texas Vital Statistics contact center supports Texans inquiring about the status of their vital records orders.  

Carrie also oversees the operations of the Oklahoma Customer Relationship Management contract where her team manages phone inquiries regarding Medicaid benefits and supports Medicaid provider activities.

Before joining Maximus, Carrie held management positions at BearingPoint and the Texas Department of Human Services. She started her career as an eligibility specialist for the Texas Works Program, determining eligibility for Medicaid for Children and Pregnant Women, SNAP, and TANF. During her 15-year career with the State of Texas, she served as a first-line supervisor, area manager, and regional director.

Carrie is an ambassador for the Maximus Foundation and a member of the State Chamber of Oklahoma. She holds a bachelor’s degree in finance and marketing from the Texas McCombs School of Business at The University of Texas at Austin.
