Harold Horton

Managing Director, Higher Education Consulting

Harold Horton has over 30 years of higher education consulting experience. As managing director of our higher education consulting practice, he oversees a portfolio of contracts with U.S. colleges and universities to provide specialized research administration software applications and consulting services.

He has demonstrated experience in diverse areas of higher education including research administration and sponsored programs, facilities, finance, technology, student services, and financial aid. He provides expertise in strategic planning, project management, solutioning, operations, and policy development.

Before joining Maximus, Harold served as the director of Ohio’s higher education information system at the Ohio Board of Regents. He has also held staff positions at several colleges and universities, including Wesleyan University and Franklin University.

A certified Project Management Professional, Harold holds a bachelor’s degree in computer science and economics from Trinity College and a master’s degree in public policy and management from the Massachusetts Institute of Technology. He is a member of the Project Management Institute, Society of Research Administrators, National Council of University Research Administrators, and National Association of College and University Business Officers.
