Ferdinand Morales

Senior Vice President, U.S. Services – Health

Ferdinand Morales has more than 15 years of experience working with state and local governments to develop and operate large-scale health and human services programs.  His domestic experience includes work in California, Arizona, Texas, Colorado, and New York.  Ferdinand is a healthcare policy subject matter expert, including federal and state-sponsored insurance programs, healthcare reform, family planning benefit programs, and Affordable Care Act eligibility and enrollment. 

Ferdinand currently serves as the Vice President of Operations for the New York State of Health Contact Center and a statewide training services practice in New York State.  These programs encompass New York’s safety-net health programs and collectively serve more than 6.6 million consumers. Ferdinand has various quality management roles where he designed and delivered value-added quality management systems for Maximus health and human services operations.  Ferdinand serves as Maximus State Health Insurance Exchange SME and Advisor, responsible for working with leaders in expanding the company’s State-Based Exchange markets.  He has also led the Maximus U.S. Services development efforts in the social determinants of health markets.

Ferdinand has a passion for service and currently serves as the Treasurer and a member of the Board of Directors for Northern Rivers Family Services, a family of human services agency that provides services for more than 14,000 children, adults, and families.

Ferdinand holds a master’s certification in Project Management from George Washington University, Six Sigma Green Belt and Black Belt certifications from Villanova University, a bachelor’s degree in Business Administration, and a master’s degree in Accounting from the University of Phoenix.
